Since 1996, the Magnuson Stevens Fishery Conservation and Management Act has required fishery management plans to designate, and minimize adverse impacts to, essential fish habitat, i.e. those waters and substrate necessary for spawning, breeding, feeding, and growth to maturity.


Many types of data inform the Council’s habitat management approaches. An understanding of habitat features, including benthic structures, prey species, and water column attributes, is fundamental to the management of all fisheries. The distribution of these features drives the distribution of fish, and therefore, the fisheries that target them. The relationships between fishes and their habitats can be considered at a range of scales, from a single young-of-the-year cod sheltering in gravel substrate, to region-scale fluctuations in temperature or food availability that help determine year class strength for an entire stock. A major element of any habitat science program is understanding how areas important to fish are influenced by human activities, e.g. fishing, coastal development, or offshore energy projects. Of course, beyond simply understanding the science of fish/habitat interactions, this information must be communicated to decision makers in clear, intuitive, and informative ways.


The purpose of this seminar is to provide an overview of the types of data considered in the Council’s decision making related to habitat, and to explore the Council process during the Omnibus EFH Amendment, and beyond. Key to the Council’s successes are partnerships with federal agencies, state habitat science programs, and academic institutions, including SMAST.
