"Application of Management Strategy Evaluation for Improved Groundfish Management"

Abstract:
Management of New England groundfish fisheries has been challenging due to the multispecies nature of the fishery, the varied status of stocks that ranges from historic low to record high biomasses, and the impacts of ocean warming on these stocks. The trade-offs between the biological, economic, and social
objectives in this fishery presents a challenging backdrop upon which to plan for a resilient future for the fishery. Management strategy evaluation (MSE) is a participatory decision-making process that involves scenario testing as a means of identifying fisheries management strategies that achieve desired outcomes for a fishery. We have developed an MSE framework for scenario testing a range of questions relevant to groundfish management, including the impacts of catch misreporting and climate change on management performance.
